Transmitter allows you to send keyframes from the clip's native "Motion" property to the "Transform" effect, which makes animating in Premiere Pro a lot better and faster.
After converting the center zoom to transform, there will be a problem of inaccurate center point when applied to graphic text, using the Transmitter alignment button does not seem to help, graphic text has its own position zoom information.

I checked in Premiere for myself, and I think the problem may be with the text itself not being in the center. If you "center align text" and reset its position it will look like it's in the middle, but it's not.
For some reeason text's anchor point located not in the center. I'd suggest manually centering anchor point in the program panel while holding "ctrl", so it will snap in the center, and then reposition it so the anchor point of the text will be in the center.

Please try setting your porgram language to English and see if it will work. I guess it's not adding "Transform" effect, because your program language is not English, and "Transmitter" uses "add effect by name" method. Since this effect called differently in your case, it won't apply.
I'll fix this issue in the future update.
Also, please try adding "Transfom" effect yourself, and then press "Transmit", see if it will work so I can be sure, that issue in that

The position values are suppose to be different, because "transform" effect uses different dimention compared to "Motion" property, you can check it by simply applying "Transform" effect, if the clip has different resolution, than the sequence. So if you turn off Hardware acceleration or set "shutter angle" to 0 the animation will be the same.
In quick start guide I mentioned that problem with "Transform" effect and how you can fix it. My mistake was in saying, that "if you animate scale or rotation", when animation can mess up if you just change the values of scale and/or rotation.
In your case I'd suggest you to nest the clip you want to animate, if it has different resolution than the sequence like in your video, and everything should work just fine.
I would just LOVE to see an option where you can change the default shutter angle that the motion keyframes get transmitted to, as I personally always use 360 shutter angle with my 4k60fps footage... Either way, you are a GOD for saving me hours of time! THANK YOU SIR!

Edit: Actually i started digging, and it's windows tagging the plugin, to be exact it's tagging the panel.html file as trojan virus and deleting it automatically.

My only notes on this would be I wish it automatically would make the adjustment layer it recommends making. That would make this plugin 100x faster as opposed to the 10x

what exactly do you mean by making an adjustment layer? You would want for Transmitter to create adjustment layer on the timeline?
Even if the shutter angle is 0, it still doesn't work...
Are you sure it doesn't work with shutter angle set to 0?
Please note, that extension can't get keyframe's spatial or temporal interpolation, for that there's "add interpolation" button to 'bake in' interpolation from Motion property.
Additionally, you can disable 'Motion' property like any other effect by pressing 'Fx' icon next to its name, so you can adjust animation later.
If the problem still stays, try nesting clip before animation, thit should fix any issues.

It depends on what your workflow looks like. If you animate a lot of stuff with Transform effect or do zooms with it and an Adjustment layer than Transmitter can help you with that.
Easify Pro, on the other hand, adds custom easing to your animations.
Either way there's a 10 days free trial for both of them so you can try them out and see what you really need.

thank you! transmitter pro is awesome. The only issue i am currently having is if i hit transmit and then apply interpolation after, the plugin adds a bunch of keyframes that break the animation completley.
This doesn't work unless the footage is the same size as the sequence. Which frustratingly makes it useless for 95% of my work.
Unfortunately that's the flaw of Pr, but there are ways to avoid this issue:
1. nest(precomp) footage you want to animate
2. disable hardware acceleration
3. Disable shutter angle (but that fix defeats the main purpose of Transmitter)

Another plugin I use can rescale a video up or down so that it fills the frame of the sequence. Which means you should have access to the both pieces of information. Here are the Transmitter tutorials:
Adding undo functionality in Pr is hard and I have no clue how to do it. If you want to have undo for "reset motion", you can just disable it like you would any other effect so you don't need to delete keyframes
