There isn't a limit to how many users can use the server but you must have enough licenses loaded i. the server for your number of concurrent users as each license can only be used by one user at a time. Tools that support floating licenses, both plugins and scripts, are clearly indicated on their respective product pages and you can order a floating license to use with the server. Not sure what you mean by "network render" but you do need to have available port in your network to run the server and clients. Yeah it's pretty easy saying 'please visit this link if you have additional questions'. It's not that easy for a person with no knowledge of Command Prompt to set up a server like this. Just make a tutorial so we can actually see what we need to do. 

Floating licenses are intended for enterprise or customers with many users where command-line experience is common. Perhaps you would prefer the single user licenses which are much easier for a single user to use.

Yes, the server is an extremely light weight application that can run on any machine even the same machine AE is running on or on any server along with other server applications.
