you'll have to separate your frames into two layers.
1. Import the clip to AE.
2. Drag and drop it onto the "New Comp" button, thus creating a new composition with matching parameters - 720p 50fps.
3. Name the Comp "Footage A"
4. Duplicate the composition and move the clip in time by one frame so that the composition's frame0 is the clip's frame 1.
5. Name the new comp "Footage B"
6. If you now import the two comps into a composition that is 720p 25fps, each of them will only show half of the frames - each of them a different half. These are your two layers you'll want to work with.
