Looking for Script

I'm looking for script or plugin that can do the following. Move through a directory containing sub directories with HD video in them. Open them one by one export the frames to a single folder I want the to be resized to 1/3 their size and skip 23 frames. The final frames in the folder will be a time lapse peice of set construction on a project. There is like about of terabyte of video to move through and I don't do this manually. Any ideas on what software or plugin I could use to do this ?

Sorry I don't have much time to write it for you but I would batch it with FFMPEG. It's blazing fast, and you can do the resize, skip frames, ... all at once. -

You could use a combination of Immigration to import the videos and BatchProcessor to do the rest of the processing.
