Create a re-sizable hollow rectangle with fixed border widths?
  • I have what is probably an elementary question:

     

    I have a narrated tutorial for manufacturing. I have an object on-screen and want to highlight a rectangular area when the narrator says "here is the installer panel". I want a red hollow rectangle with a 2px border (like a call-out) to appear over the object. But.... I will want many such rectangles, all of different sizes. If I create a layer with a mask such that it creates the hollow rectangle, when I resize the layer, the borders distort to different widths.

    So...

     

    How can I create a re-sizable hollow rectangle? The re-sizable requirement probably says I need a scripted solution, hence the squawk here.
