warp with color selection

Is it possible with a script create a plugin for warp (or like displacement map to do) a still image for change position size and rotation with a footage like source motion color infos?like a special of automatic selection color 2d tracking ;-)

yes but i need change the position on x-y and rotation too without big deformation ..like a special "magnet" on a color zone.
