Yes, you can use Stroky for Shape layers too (Please see the attached image - it was just a simple white circle shape layer, then using stroky, I added Red and Green strokes to it and then I added some shadows.)

Yes, it works with text layers as well (Please see the attached text layer made with Stroky - the strokes can be animated too with Stroky)

You can also use Stroky for shape layers, png files, and more.
